Managed full project lifecycle from procurement of equipment to customs clearance and logistics coordination with Russian stakeholders. Oversaw engineering inspections, FAT/SAT, and compliance with international marine standards. SOCAR – Oil Spill Response Services, 2023-2025, Supervised OSR operations on Aktau–Baku route for SOCAR in partnership with Kazakhstan’s Emergency Services. Transitioned project to Ministry of Emergency Situations subsidiary, including equipment transfer and training. Established monitoring and reporting systems to meet bilateral environmental compliance. NCOC – North Caspian Oil Spill Response Base, 2013-Present, Managed long-term lease and O&M contract; supported base logistics, equipment readiness, and infrastructure development.
